As part of the NHS, the NHS Workforce Alliance is uniquely positioned to support HR and people leaders in the NHS to deliver effective, sustainable workforce strategies that respond to today’s complex workforce challenges. We provide resources in all aspects of workforce planning and management at no direct cost to the NHS.
Supporting workforce priorities
Working collaboratively with over 200 NHS trusts and all Integrated Care Boards (ICBs) in England, we help organisations address key workforce pressures – from attracting new talent and retaining, developing and managing existing staff, to reducing reliance on agency supply and implementing long-term, sustainable workforce models.
In partnership with NHS England, we also provide a compliant route to procure workforce technology systems and HR digital integration and interoperability services enabling HR leaders to improve recruitment and workforce management efficiency, reduce costs, and ultimately support safer patient care.
More than a framework provider
While our core function is to provide a portfolio of NHS England-approved commercial framework agreements that provide access to fully compliant workforce suppliers, we offer far more than procurement. Our commercial expertise, extensive market knowledge and workforce data insights enable us to provide free-to-access support that helps HR leaders to make informed, strategic decisions that drive workforce productivity and efficiency.

Combined expertise of five partners
The Alliance is a partnership between Government Commercial Agency and the four NHS-owned and operated collaborative procurement hubs. We have been working together since 2019 to combine our experience and expertise for the benefit of the NHS.
Our team works in partnership with organisations at provider, system, and regional levels to design and implement impactful workforce solutions.
