Announcement of new HPMA Chief Executive Officer
The HPMA Board of Trustees is pleased to announce the appointment of Julie Rogers as the Chief Executive of HPMA. Julie succeeds Tracy Hill who has acted as interim CEO since the resignation of Nicky Ingham in October last year. Julie will start on 1st July 2024.
A chartered fellow of the CIPD, Julie has worked in the Welsh public sector for four decades.
She has enjoyed a varied career in Government and the NHS, working with colleagues and national bodies across the UK, spanning a wide range of social policy, OD and workforce roles. In 2013, Julie became the Head of Profession and National Workforce & OD Director for NHS Wales, a role that she held until April 2018 when she joined Health Education and Improvement Wales (HEIW).
Since joining HEIW as Deputy CEO and Director of Workforce & OD, Julie has led the development and implementation of the first ‘Health and Care Workforce Strategy for Wales 2020-30’; supported the national response to the roll-out of the covid vaccination programme and overseen the development of the flagship ‘Gwella’ leadership portal. Julie has also led the creation of a suite of talent, succession and leadership resources and programmes to create a sustainable pipeline of senior leaders and initiatives to embed compassionate leadership at all levels across NHS Wales.
Julie has always supported the HPMA both from Welsh Government and in her role in Health Education and Improvement Wales, where she has led the Development of the People Profession Programme in partnership with HPMA Cymru.

Julie’s career history and experience will be a significant asset to the HPMA’s strategic ambitions for growth in supporting great people management practice within the NHS in the 4 UK regions. On behalf of the Board of Trustees I look forward to working with Julie, the National Co-Presidents Janet and Sarah and the National Council as we seek to build on the progress made to date and prepare for the next steps of the HPMA journey including the development of our new strategy from 2025.”
